New Hampshire Becomes First U.S. State to Pass Bitcoin Reserve Bill

Overview
Governor Chris Sununu has signed HB 302 into law, based on Satoshi Action Fund’s State Bitcoin Reserve (SBR) model. The bill allows the state treasury to purchase Bitcoin and top-tier digital assets, authorizing reserves up to $500B (with full stop-loss limits). Holdings are capped at 5% of state funds to complement existing portfolios. The bill mandates U.S. regulatory custodianship, with assets held under multi-signature control or via U.S. exchange-traded products to maximise safety and transparency. The law takes effect 60 days after enactment, providing a clear operational framework for reserves and stacking.

Key Insights
U.S. states are showing distinct differences in their Bitcoin reserve legislation. Florida officially shelved its Bitcoin reserve bill (HB 487) on May 3, joining six other states, including Wyoming and North and South Dakota, in withdrawing from this legislative round. Meanwhile, Arizona continues to push two related bills, South Carolina is considering authorizing the state treasurer to allocate 10% of state funds to Bitcoin, and Missouri’s proposal has entered the House special committee review phase. These differing legislative trajectories highlight significant divides among states regarding cryptocurrency regulation.

New Hampshire’s passage of the Strategic Bitcoin Reserve Bill (HB 302) is groundbreaking, offering the first actionable legislative model for other U.S. states to establish digital currency reserve systems. The bill innovatively includes secure custody solutions such as multi-signature cold storage. This breakthrough may reshape local government asset allocation in the U.S., and its demonstration effect could accelerate similar legislative efforts in other states, particularly those with strong financial positions and a more open attitude toward financial innovation. [15]

The upgrade also features ecosystem-wide transaction monitoring, an integrated KYC and KYT framework, and API interfaces for seamless enterprise integration.

Key Insights
The integration of Chainalysis’ compliance suite into Hadron marks a strategic step toward making institutional-grade digital asset services more regulatory-friendly. Beyond building a full-stack compliance infrastructure that spans real-time KYT monitoring, multi-chain transaction tracking, and API-based risk controls, the upgrade provides institutional clients with tokenisation solutions aligned with global regulatory standards. This effectively lowers compliance barriers for traditional financial players entering the digital asset space. [16]
